welcome to the u.s. senate carries on rural issues debate from the campus of hours on the western college in yuma, arizona. we will hear from the democratic and republican candidates for united states senate. we will begin with 90-second opening statements in canada it will take questions from a panel of local journalists on issues related to life outside the state's metropolitan areas. each candidate will have 90 seconds to respond to each question and 30 seconds of rebuttal time. the dates will have 90 seconds for a closing statement. we have an additional four minutes should the moderator or panelists ask a follow-up. on our panel today is kcey anna chalk, joyce loback, michelle faust. we have over 300 residents from the southwestern arizona area and they have agreed to respect the candidates and listened silently during the debate. lettuce and gentlemen, please up help me welcome our candidates for the united states senate. at one point, we had three u.s. senators, each of a different party. that is probably a historic first. that is myself, bernie sanders, and the republican party. when i went to minnesota to work for amy in the fall of 2006, i said, there were three madison high school graduates in the senate. i hoped to make it two more. that is what happened. i think the voters sent us a message to work together and solve bipartisan issues. they sent a signal as to what bipartisan compromise should look like in terms of our fiscal cliff. first, the signal to work together. you have an election where the house basically stayed the same as it was, and you had the president win a decisive, overwhelming victory. in the senate, we picked up seats. that is obviously saying, work together, meet half way, come together. neither side totally ran the table and got every part. second, on the fiscal cliff, it also sent us a message that you can discern, without too much difficulty. they said, when they sent -- what does the house republican party stand for above all? cut governme

u.s. senators was an independent, elected twice. an independent missed winning the governorship by 15,000 votes over a million passed in 1973. we were the ticket splitting capital of america. we have cents settled back into partisan voting with the rest of america. this is a very polarized era. having said that, when you have close elections you still have a band of voters who will mix and match on the ballot, either because they want to mix and match or they are simply reacting to the individual candidates. in the case of romney and kaine, i have personally been in situations where straw votes were taken among large groups and you generally find you have 3, 4, 5% of the romney boaters picking tim kane for various reasons. some of these romney voters are more moderate republicans and the like tim kane better than his opponent. are there similar voters for obama and george allen? i am sure there are. i never met one of them. but i will say this -- george allen, despite what happened in 2006

having said that, there are a number of other states in the u.s. that do have bipartisan redistricting commission. just for what it is worth, the reason why this is a salient topic i am often asked if this is the worst congress ever for the and this is not we wish what congress would be, what would be the solution, there are not many that come to mind. redistricting reform would be one of them. when we create these districts that are so rigidly red or blue, and then we send to washington people who are beholden to the most extreme elements of their party. those people have no incentive whatsoever to compromise. as long as we are allowing the majority you party to then gerrymandered districts that will favor their party and kneecap the opposition, then we are perpetuating or exasperatingly -- exacerbating this. there has been a guy named john tanner who was head of the blue dog democrats. he kept trying to bring it up during a democratic majority. nancy pelosi would hear nothing of it. it would never get schedule. another one had been trying to get
